Sign-in is not configured

Set NEXT_PUBLIC_CLERK_PUBLISHABLE_KEY in apps/web/.env.local (see docs/SETUP-REQUIREMENTS.md, Tier 2). In local dev the app shell uses the X-User-Id stub instead.
